The access network manager terminal5makes a communication quality agreement with the core network manager terminal3, the core network manager terminal3conducts resource assignment of the core network100based on the communication agreement, notifies the access network manager terminal5of password information of the assigned resource and notifies the edge router1aof password authentication information. The user terminal4acommunicates a password sent from the access network manager terminal5in response to a resource use permission request as being contained in a header of a packet and the edge router1aauthenticates the password of the packet based on the password authentication information.
