Disclosed are filled oil-in-water asphalt emulsions which remain homogeneous for prolonged periods of time notwithstanding the presence of particulate filler that might be expected to break the emulsions. The emulsions contain asphalt dispersed as the discontinuous phase in an aqueous continuous phase, particulate filler, and one or more amphoteric emulsifiers selected from the group consisting of compounds of the formulas (a) and (b)
