ABSTRACT:
A tool having a rotating mast assembly 12 is provided which includes a hollow conductive gas transmitting electrode 14 and a non-hygroscopic ceramic shielding tube 12 which is made of at least 94% by weight Al.sub.2 O.sub.3 and has a tensile strength of at least 20,000 P.S.I. and an ability to withstand temperatures in excess of 1500.degree. C.
