The present invention relates to a novel process for preparing a hydrazinecarboxylic ester of the formula (III) ##STR1## wherein R represents C.sub.1-4 -alkyl, which is optionally substituted by halogen or C.sub.1-4 -alkoxy, or represents phenyl, which is optionally substituted by halogen or C.sub.1-4 -alkyl, and
