In a method of working a recessed portion2in a headrest stay32which is provided in the stay portion32of the headrest stay3formed of a pipe, a recess2′ is preformed by pressing against the stay portion32an outer peripheral portion4aof a first punch roller4for preforming having a rounded portion47on the outer peripheral portion4ain a side view. Subsequently, an outer peripheral portion7aof a second punch roller7on the outer periphery portion7aof which a punch portion for final forming has been formed is directed toward and pressed against the recess2′,so as to form a recessed portion2.
