A new and distinct cultivar ofBidensplant named ‘Sumbid 03’, characterized by its outwardly spreading to cascading plant habit; freely branching habit; dense and bushy appearance; large inflorescences with seven to eight bright yellow-colored ray florets; and freely flowering habit.
