By disposing external straps36to38which are passed through a tubular member34which passes through an air bag21in a tunnel-like fashion to open in side surfaces of the air bag21are disposed on an outer circumference of the air bag21and controlling the deployment shape of the air bag21by the external straps36to38so disposed, the occupant restraining performance of the air bag can effectively be enhanced.
