ABSTRACT:
A demodulator performs a demodulation processing on received signals. A quality detector detects the line quality of a communication line. An application detector detects application information set within the received signal. A storage is a storage medium that stores various pieces of information. A usage rate detector detects a current channel usage rate from a usage rate information unit in the storage. A modulation method and channels determining unit determines a modulation method and the number of channels to be allocated to a terminal apparatus which is a targeted communication party. An instruction unit 64 carries out the scheduling of a plurality of terminal apparatuses based on the modulation method and the number of channels, and sets, within a message to be sent to the terminal apparatus, the information on the determined modulation method and the number of channels. A network interface unit is an interface with a network.
