ABSTRACT:
An image is encoded/decoded in blocks of m.times.n pixels. The phase of a cutout position on an original image with respect to a block is stored. Cut and paste editing is performed so that the phase of a paste position specified on an image to be edited may coincide with the stored phase. Alternatively, cut and paste editing is performed such that an image is cut out along its block boundaries and the cutout image is pasted on an edit image along its block boundaries, so that the occurrence of image quality degradation due to reencoding of an image subjected to cut and paste editing is avoided.
