ABSTRACT:
The device consists briefly of a short length of flexible cable having an enlargement on at least one end which is releasably attached to a hold-down bar which is affixed to an anchoring object. A lock cover completely envelopes the entire mechanism attached to the anchoring object. The cable permits 360.degree. rotational movement about the axis of the cable and limited movement parallel to the horizontal anchoring object surface but prevents all but minimal movement away from the anchoring object.
