The access point of the present invention saves power consumption and attains size reduction of a mobile device that receives information. A radio base station10aprovides a connecting point for connecting a plurality of clients with the Internet60,and stores announcement information, which is recognizable by a user terminal20a.The user terminal20atransmits information to and from an outlet terminal25by radio wave. The radio base station10adetects the position of the user terminal20aand the position of the outlet terminal25,based on the receiving status of the radio wave from the user terminal20aand the outlet terminal25.The radio base station10aprovides the user terminal20awith the stored announcement information when the user terminal20acomes close to the outlet terminal25to be within a preset distance from the outlet terminal25.
