ABSTRACT:
Rigid polyvinyl chloride article and method for making same. The article comprises a substrate of PVC containing metallic soap of C.sub.8 -C.sub.22 fatty acid which is coated with an anionic phosphate acid ester surfactant and then a protective top coat. The surfactant improves adhesion of the top coat.
