Surface mounting caps14are placed onto both ends of a cylindrical housing12of a surge absorber element10. The surface mounting cap14is formed by pressing a phosphor bronze plate, and comprises a cap bottom section30and a flange section16. The flange section16grabs the outer peripheral end of the cylindrical housing12and lead lines26of the surge absorber element10are snapped and maintained by a binding section38provided at the cap bottom section30.
