A recess is formed in which the first oil path is opened. A collar is positioned on an inner peripheral surface of the recess. The collar is fitted in a floating state through an O-ring. On the inner peripheral surface of the collar an end portion of the rotating shaft is pivotally fitted to open the second oil path within the recess.
