An Inert Matrix Composition (IMC) is provided for forming a stable, clear, efficacious Microemulsion Concentrate (MEC) including about 2-30%, preferably 5-25%, by weight of the composition, of a water-insoluble Agriculturally Active Chemical (AAC).
