ABSTRACT:
A potential of a semiconductor substrate is clamped to a ground potential by a V.sub.BB clamping circuit until a first time period has elapsed since turning on of a power supply. Furthermore, the operation of a main circuit is prohibited until a second time period has elapsed which is longer than the first time period, so that a rise in a substrate voltage is suppressed until the driving capability of a V.sub.BB generating circuit is fully achieved.
