The valve is supported at one side for rotation about an axis extending transversely of the intake passage at the side thereof adjacent to the exhaust port between a closed position in which it lies substantially across the intake port and an open position in which it lies along the side of the intake passage. The valve is controlled in accordance with the engine operating condition so that it is closed under a light load operation of the engine.
