A rotary electric shaver including a cutter unit16for holding an outer cutter14in an outer cutter frame18mounted on the shaver main body10and for rotationally driving an inner cutter40installed inside the outer cutter14by a rotational drive shaft26while pressing the inner cutter40elastically toward the outer cutter14; and the shaver further including a swivel case48which swivels freely and moves up and down freely with the outer cutter14, a movable panel92for pushing this swivel case48upward with a return spring70in between, and a push-up mechanism94for changing the height level (position) of the movable panel92, so that the push-up force on the outer cutter14from the inner cutter side is controllable by changing the height level (position) of the movable panel92by the push-up mechanism94.
