ABSTRACT:
A process for producing a fuel oil base material having a lower sulfur content than that of stock oil and a dry sludge content of 0.05 mass % or less, which involves hydrotreating the stock oil having a dry sludge content of 0 to 5.0 mass % and a sulfur content of 1.0 to 10 mass % in two stages is provided, wherein the temperature of first-stage hydrotreatment is 340.degree. to 450.degree. C. and the temperature of second-stage hydrotreatment is 200.degree. to 440.degree. C. and maintained at a temperature lower than the temperature of the first-stage hydrotreatment.
