A manufacturing method of a polarization control element which is placed in a first medium and used and which is provided with a striped structure of a period shorter than a wavelength of light to be subject to control, the manufacturing method of a polarization control including:a first process which sets element conditions such as to meet a relationshipin-line-formulae description="In-line Formulae" end="lead"?Re[e1]>0,in-line-formulae description="In-line Formulae" end="tail"?in-line-formulae description="In-line Formulae" end="lead"?fRe[e1]+(1−f)Re[e2]<0, andin-line-formulae description="In-line Formulae" end="tail"?in-line-formulae description="In-line Formulae" end="lead"?Im[e2]>0,in-line-formulae description="In-line Formulae" end="tail"?where a complex dielectric constant of the first medium is e1, a complex dielectric constant of a second medium constituting the striped structure is e2, a fill factor of the second medium is f(0<f<1), a real part of the complex number is Re, and an imaginary part is Im, anda second process selecting the second medium such as to meet the element conditions set in the first process and forming the striped structure.
