There is provided a piezoelectric ceramic composition that contains Na, Bi, Ti and Co wherein the composition ratio of Na, Bi, Ti and Co in terms of oxides thereof is in the following composition range (1):in-line-formulae description="In-line Formulae" end="lead"?aNa2O-bBi2O3-cTiO2-dCoO  (1)in-line-formulae description="In-line Formulae" end="tail"?where a, b, c and d are mole fractions; 0.03≦a≦0.042; 0.330≦b≦0.370; 0.580≦c≦0.620; 0<d≦0.017; and a+b+c+d=1.
