A picture encoding system conversion device and a code rate conversion device for realizing the conversion taking into account both time delay and picture quality using the information on the code volume of the encoding parameters, input and output buffers and an input bitstream. There are provided a decoder1including an input buffer21, a VLD unit22, an inverse quantizer23, an IDCT unit24, an adder35, a frame memory26and a motion compensation prediction unit27; an encoder2including an adder31, a DCT unit32, a quantizer33, an inverse quantizer34, an IDCT unit35, an adder36, a frame memory unit37, a motion compensation prediction unit38, a VLD unit39and an output buffer40; and a transcoder controller3including a decoder monitor unit51, an input buffer monitor unit52, a reception transmission channel monitor53, a sending transmission channel monitor63, an output buffer monitor unit62and a quantization step controller74. The quantization step controller74modifies the quantization step of the encoder based on the information from the input buffer monitor, output buffer monitor, decoder monitor, reception transmission channel monitor and sending transmission channel monitor.
