A photonic crystal device according to the present invention includes: a substrate201; a periodic structure portion206formed in or on the substrate201, the periodic structure portion206having a plurality of holes2050and2051arranged in a periodic array; at least one optical waveguide202formed in or on the substrate201, the at least one optical waveguide202being adjacent to the periodic structure portion206; and at least one optical resonator203formed in or on the substrate201, the at least one optical resonator203being formed in a position away from the optical waveguide202, with at least one hole2051among the plurality of holes2050and2051of the periodic structure portion206being interposed between the optical resonator203and the optical waveguide202. The plurality of holes2050and2051of the periodic structure portion206include a hole2050having a depth different from a depth of the at least one hole2051interposed between the optical waveguide and202the optical resonator203.
