An optical modulator24has a supporting substrate5, a modulating substrate11made of an electro-optical material, an optical waveguide12provided on the side of a first main surface30of the modulating substrate11, and an adhesion layer6adhering a second main surface31of the modulating substrate11onto the supporting substrate5. The modulating substrate11has a high-frequency interaction portion11capplying a voltage on the optical waveguide12to modulate propagating light, an incident portion11ainputting light to the optical waveguide, and an outgoing portion11boutputting light from the optical waveguide. The high-frequency interaction portion11cis recessed on the first main surface30of the modulating substrate11with respect to the incident and outgoing portions11aand11b. The high-frequency interaction portion11chas a thickness smaller than the those of the incident and outgoing portions11aand11b.
