A decorative fashion accessory is formed of an elastic band having a plurality of layers of fabric material held in a gathered condition around the band. The layers are held to the band in such a manner that each rim portion may bunch individually as the elastic band contracts to provide a decorative fashion accessory which can resemble attractively a flower or similar ornament.
