A method of direct water hydrolysis of phosgene consisting essentially of e step of intimately contacting phosgene with water through means of a porous material submerged in the water through which gaseous phosgene is passed to produce a commercially useful concentration of hydrochloric acid and gaseous carbon dioxide.
