ABSTRACT:
Carbon fibers are reacted with an oxidative solution of the type that produces graphitic oxide on the graphitic basal plane without forming significant quantities of graphitic oxides and the treated carbon fibers are then reacted with an oxidative solution of the type that produces CO.sub.2 at edge-plane sites such that active bonding sites on surfaces of the carbon fibers are maximized.
