ABSTRACT:
The present invention relates generally to a method and apparatus for oxidizing an organic liquid, and, more particularly, to a method and apparatus for improving the combustion characteristics of petroleum-based hydrocarbon liquids. The present invention further relates to a method and apparatus for producing an oxidizing gas which comprises substantial amounts of O.sub.3.sup.-2.
