A transparent substrate2, into which light from a light source9is introduced through at least one side, includes a transparent first glass substrate (substrate body)5aand a low refractive index layer6that is disposed on the first glass substrate5aand has a lower refractive index than the first glass substrate5a. Moreover, a high refractive index layer7having a higher refractive index than the low refractive index layer6is disposed on the low refractive index layer6, thereby preventing the generation of light that leaks from the first glass substrate5ato the outside through the low refractive index layer6.
