A horizontal stepper apparatus including a pair of pedal assemblies connected to a pair of cable and pulley assemblies may be used to simultaneously exercise the arms and legs of a user, with resistence force being provided by a hydraulic cylinder. The apparatus may alternatively be utilized to separately exercise the arms by rotating a seat 180.degree..
