A new and distinct cultivar ofHeleniumplant named ‘Chelsey’, characterized by its upright and somewhat outwardly spreading plant habit; freely basal branching growth habit; large upright-facing inflorescences with yellow and red bi-colored ray florets; and good garden performance.
