An apparatus and method for a load balancing system that is resident in line card sub-systems, service processing card sub-systems or other sub-systems of network devices such as routers. In various embodiments of the invention, the load balancing system considers factors in some key system parameters, other than merely internal fabric port speeds, to optimize its mode of operation.
