The present invention provides a fixing roller capable of satisfying releasing ability and scratch resistance all together. The fixing roller comprises a core16,a primer layer18applied on the periphery of the core18,and a fluororesin top layer20applied on the periphery of the primer layer18,wherein glass particles24are mixed into at least one of the primer layer18and the top layer20.
