ABSTRACT:
In a picture signal encoding and/or decoding apparatus, respective blocks composing of 8.times.8 pixels are segmented into four subblocks composing of 4.times.4 pixels. A flatness of picture data is judged for every subblock. New picture data is generated by folding flat subblocks indicated with logic 1 and unflat subblocks indicated with logic 0, and then this picture data obtained by folding is discrete cosine transformed. Whereas it is able to high efficient encoding.
