An emergency lock retractor equipped with a webbing clamp device includes means for holding lock means such as an arm out of engagement with a take-up reel while detection means detects that the associated webbing is not worn by the occupant. The above emergency lock retractor can provide a highly-reliable seat belt system free of the end locking problem, because its emergency lock mechanism is kept inoperative while no emergency locking is required.
