The present invention is to provide an actuating means10of the steering wheel lock20. It must be open by a chip contained key7. The actuating means10includes a framework1, an actuator2, a brake member3, a driving member4, and a printed circuit board (PCB) controller5. Said PCB controller5has a five pin header connector51for connecting a crimp jack73of the chip contained key7to activate the driving member4and the brake member3. The brake member3can alternate the status of the driving member4to close or open the lock. The actuating means10further can be open by the key7equipped with a self-contained battery71to furnish a power to the actuating means10.
