The panel consists of a relatively thick slab of thermal insulating material, both surfaces thereof being grooved in a diamond pattern to provide water flow passages, the slab being completely wrapped in a filter cloth fabric with a layer of loosely compacted fibrous material secured to the surface thereof confronting the slab. All of the materials are substantially impervious to ground moisture.
