A contents server, a plurality of user terminals, and contents holder terminal4as a copyright holder are mutually connected to one another via the Internet. A predetermined storage media is sold at a store. Control of login to the system and management of accounting are executed by inserting only the storage media to the user terminal. Each user terminal that downloaded the contents can distribute the downloaded contents secondarily.
