A device10and method for maximizing internal combustion engine horsepower for a preselected RPM range includes a plurality of velocity stacks12removably inserted via grommets16into apertures17in an air box portion14of the internal combustion engine while the air box portion14is secured to a throttle body portion of the internal combustion engine, and measuring power generated by the engine for the preselected RPM range with a selected velocity stack12removably secured to the air box portion14whereby a velocity stack12is ultimately selected that promotes maximum internal combustion engine horsepower for the preselected RPM range.
