The copy control information deciding apparatus includes: a thumbnail obtaining unit9which obtains plural pieces of individual control information which are respective pieces of copy control information of plural scaled-down images which are displayed in a menu simultaneously; a copy control information deciding unit11which decides a piece of representative control information which is a piece of the copy control information of a menu display image in which the plural scaled-down images are displayed as a menu; and an output unit14which outputs the piece of representative control information decided by the copy control information deciding unit11, in relation to the menu display image.
