ABSTRACT:
A charger includes a control unit, which provides the capacitor with electricity, and charges the capacitor. While charging is being executed, the stored charge will increase, and each of the potentials of the positive electrode and the negative electrode will increase. The potential of the positive electrode V+, the potential of the negative electrode V-, the decomposition potential of the positive electrode, and the decomposition potential of the negative electrode are compared with each other. At first, both the potential of the positive electrode and the potential of the negative electrode are smaller than the decomposition potentials. During charging, if it is detected that at least one of the potentials of the positive electrode or the negative electrode reaches the decomposition potential, the control unit stops charging.
