ABSTRACT:
When an output voltage of a secondary battery cell E1is obtained, only SW1and SW2are turned on. As a result, a capacitor C1is charged by a secondary battery cell E1. With a delay of a time period ÄT, SW1and SW2are turned off. SW4and SW5are turned on. As a result, electric charges of the capacitor C1are moved to a capacitor C2. Those operations are repeated until the potential of the capacitor C2becomes almost equal to the output voltage of the secondary battery cell E1. When the potential of the capacitor C2becomes almost equal to the output voltage of the capacitor C2, the potential of the capacitor C2is detected by the voltage detector11. A first terminal of the capacitor C2is connected to a ground potential. As a result, the voltage of the secondary battery cell E1can be stably detected. When the secondary battery cell E2is detected, only SW5is turned on. As a result, the capacitor C2is charged by the secondary battery cell E2. The potential of the capacitor C2is detected by the voltage detector11. The voltage detector11is used in common with the secondary battery cells E1and E2. As a result, fluctuations of detected results can be prevented. In addition, using that method, a circuit power can be supplied by the capacitor C2.
