Adjacent base stations transmit and receive a signal using a plurality of carriers (frequencies), for example, f1through f3. One base station has the largest transmission power for the carrier f1and the smallest transmission power for the carrier f3. Another base station has the smallest transmission power for the carrier f1and the largest transmission power for the carrier f3. Each of the carriers f1through f3has a different boundary positions.
