The invention provides an electrophotographic photoreceptor capable of producing high quality images even when development is carried out under low electric potential conditions, and also provides an image forming device incorporating such an electrophotographic photoreceptor. In a photosensitive layer14of a photoreceptor1,the mobility of electric charges is 2×10−6cm2/(V·s) or greater at an electric field intensity E of 1×105V/cm.
